Parents should be paid State and other public funds for the education of their children (which they may distribute as they wish), regardless of the delivery method, including public, private, online, home school, and/or some combination of methods. The only conditions prior to full payment to parents for completed semester of education should be:
(1) the student pass a computer-based semester exam at an approved testing center for each required course,
(2) the testing centers should be open at flexible times for students throughout the year with students being able to take any specific test any time the testing center is open, and
(3) semester course tests will be administered for the next semester only after all required courses' tests for the preceding semester are passed by the student.
